NOTICE OF OPENING OF AN INTERNATIONAL COMPETITION FOR THE RECRUITMENT OF A DOCTORATE - ARDITI-2025-002 

1. The Board of Directors of the Regional Agency for the Development of Research Technology and Innovation (ARDITI) announces the opening of an international selection competition for one doctorate position for the exercise of activities of scientific research in the scientific area of Physical Oceanography, with a focus on sediment transport, wave dynamics, and numerical modeling, in the form of an employment contract for an indefinite period under the “Código do Trabalho” (Labor Code).

The present call is opened under the Program Contract between the Autonomous Region of Madeira and the Regional Agency for the Development of Research Technology and Innovation (ARDITI) to finance the ‘phased hiring of doctoral researchers by research and development units whose managing or hosting entity is based in the Autonomous Region of Madeira’.

The researcher to be hired will be integrated into the IDL Hub – Instituto Dom Luiz – Madeira. The IDL – Madeira is a branch of the national R&D Unit, IDL – Instituto Dom Luiz, whose mission is to carry out research in the fields of Earth and Environmental Sciences across a wide range of domains. This position is aligned with the strategic objectives of IDL – Madeira to achieve research excellence in three key thematic areas: Climate Change, Solid Earth Dynamics, and Energy and Terrestrial Resources, as well as with ARDITI’s mission to support science and research in the Madeira archipelago. The candidate’s experience will contribute significantly to ongoing research projects, strengthening institutional capacity. Additionally, this position is expected to foster collaborations with external entities and to contribute to the training of the next generation of young researchers in the field.

2. Applicable law:

  1. Decree-Law No. 57/2016, of August 29, which approves a framework for the hiring of PhD holders aimed at promoting scientific and technological employment in all fields of knowledge (RJEC), as amended by Law No. 57/2017 of July 19;
  2. Regulatory Decree No. 11-A/2017, of December 29, which establishes the remuneration levels under the framework for the hiring of PhD holders;
  3. Decree-Law no. 63/2019, of May 17, which establishes the legal framework for Institutions dedicated to research and development, as amended by Decree-Law no. 126-B/2021, of 31 December;
  4. Decree-Law No. 66/2018, of January 1, which approves the legal framework for the recognition of academic degrees and higher education diplomas awarded by foreign higher education institutions, as amended by Decree-Law No. 86/2023 of October 10;
  5. “Código do Trabalho” (Labor Code), approved by Law No. 7/2009, of February 12, in its current wording.

3. Jury Constitution:

The jury of the competition is composed as follows:

  • Presidente, Rui Pires de Matos Taborda (Faculdade de Ciências da Universidade de Lisboa)
  • Vogal efetivo, José Miguel Rodrigues Alves (Universidade da Madeira)
  • Vogal efetivo, Álvaro Peliz (Faculdade de Ciências da Universidade de Lisboa)
  • Vogal suplente, Martinho Marta-Almeida (Universidade de Aveiro)
  • Vogal suplente, João Canning-Clode (MARE-Madeira, ARDITI)

4. Activities to be performed

This procedure is open for conducting research activities on an exclusive basis in the scientific field of Physical Oceanography, with an emphasis on the study of sediment transport, wave dynamics, and numerical modeling, framed within the research activities of IDL and contributing to the development of the Regional Smart Specialization Strategy of the Autonomous Region of Madeira.

5. Workplace

The place of work is located at ARDITI, in Edifício Madeira Tecnopolo, Piso 2, Caminho da Penteada, 9020-105 Funchal, but without prejudice to the fact that work may also take place in other premises, by decision of the Board of Directors, the competent body of ARDITI.

6. Remuneration

The present competition procedure is open for the category of assistant PHD researcher, in the scientific research career, 1st level of Assistant Researcher, in accordance with ARDITI's ‘Salary Grid 2025 - Doctoral Researchers’, which corresponds to a gross monthly salary of 3,501.28 Euros.

7. Contract Duration:

7.1. The employment contract will be formalized for an indefinite period lasting as long as the reason justifying its celebration and the aforementioned funding subsist, and with a maximum duration of 6 years, pursuant to the provisions of paragraph 3 and subparagraph b) of paragraph 1 of article 6 of the RJEC.

7.2. The cessation of funding, the termination of the project or the conclusion of the activities which constitute the object of this competition procedure, will determine the expiry of the contract that will operate with the communication referred to in number one of article 345 of the Labor Code, or that is, if the term is expected to occur, the employer communicates the termination of the term to the worker, at least seven, 30 or 60 days in advance, depending on whether the contract has lasted up to six months, from six months to two years or for a longer period.

8. Admission Requirements:

8.1. The competition procedure is open for national candidates, foreigners and stateless persons who hold a doctoral degree in a branch of knowledge or specialty that covers the scientific area of Physical Oceanography or related fields.

8.2. Degrees obtained in foreign countries require the presentation of a Portuguese Recognition issued by a Portuguese Institution of higher education that confers the degree or diploma in that area of training, specialty or branch of knowledge, in accordance with the provisions of Decree-Law no. 66/2018, of 16.08, which approves the legal regime for the recognition of academic degrees and higher education diplomas awarded by foreign higher education institutions, regulated by Ordinance No. 33/2019, of 25.01, amended by Ordinance No. 43/2020, of 14.02, and amended by Decree-Law No. 86/2023 of October 10.

In these situations, the presentation of the Acknowledgment will be required only for the purposes of formalization of the contract, that is, until the expiry date of the period granted for the formalization of the contract.

9. Formalization of applications:

The subject must contain the identification of this public notice “ARDITI-2025-002”, and the body of the email should contain the applicant’s personal information (full name, citizen card number and date, or civil identification number, tax identification number, date and place of birth, address, and contact details, including email address and telephone number).

9.2. The application shall be accompanied by documents proving the conditions laid down in point 8 for admission to this invitation to tender, in particular:

a)  Copy of certificate or diploma (Degrees obtained in foreign countries require the presentation of a Portuguese Recognition issued by a Portuguese higher education institution that confers the degree or diploma in the relevant area of study, specialty, or field of knowledge, in accordance with the provisions of Decree-Law No. 66/2018 of August 16, as amended by Decree-Law No. 86/2023 of October 10, which approves the legal framework for the recognition of academic degrees and higher education diplomas awarded by foreign higher education institutions, and regulated by Ordinance No. 33/2019 of January 25, as amended by Ordinance No. 43/2020 of February 14.);

b) Doctoral thesis or equivalent document (s) that determined the award of the academic degree of PhD;

c) Detailed curriculum vitae, structured in accordance with the items in points 10.5 and 10.7, indicating the works, and adding a copy of them, that the candidate considers most relevant to each of the referred items; 

d) Motivation letter;

e) Activity plan aimed at proposing the development and implementation of research projects with an emphasis on the Autonomous Region of Madeira, demonstrating how the applicant intends to contribute to the development of the Regional Smart Specialization Strategy of the Autonomous Region of Madeira;

f) Other documents that the candidate justifies to be relevant to the analysis of his / her application.

9.3. Applicants submit the application and documents referred to in the last point in PDF format, up to the last day of the tender opening period, which is fixed at 10 working days after publication of this Notice. An applicant may, by reason of the impossibility or excessive costs of sending any of the documents referred in the last point by e-mail, deliver them on physical support, respecting the above date, by registered mail with acknowledgment of receipt to the address postal service “Edifício Madeira Tecnopolo, Piso 2, Caminho da Penteada, 9020-105 Funchal” or by hand at Administrative e Financial Department of ARDITI. Not being accepted the justification of the candidate for the delivery of documents only in physical format, the President of the Jury will give a reasonable time to present them also in digital support.

9.4. The application and documents may be submitted in Portuguese or English, although the President of the Jury, and when a member of the Jury is a non-native Portuguese speaker, may request that, within a reasonable time, the candidate translates into English a document previously presented in Portuguese.

9.5. By decision of the President of the Board of Directors of ARDITI, applicants who do not comply the above-mentioned requirements for the formalization of applications shall not be admitted to the competition procedure. Applicants who fail to submit their application do not provide all the documents listed in items a) to e) of point 9.2, or submit them in an illegible, incorrectly completed, or invalid form, shall be immediately excluded. The jury is also entitled to require any candidate, in case of doubt and for the purposes of admission to competition, to present supporting documents verifying the statements made in their application.

10. Evaluation of applications:

10.1. The Jury will deliberate on its approval or rejection on absolute merit, by a justified vote where no abstentions are admitted.

10.2. A candidate is considered approved on absolute merit when he/she obtains a favorable vote of more than half of the members of the jury.

10.3. A negative vote regarding absolute merit may also be justified by the following circumstance:
a) the Scientific Project submitted by the candidate is deemed clearly insufficient or unrelated to the relevant scientific area(s), contains serious inaccuracies, or is not supported by the candidate’s previous work.

10.4. Under the terms of Article 5 of the RJEC, candidates are selected by assessing their scientific and curricular path.

10.5. The evaluation of the scientific and curricular path focuses on relevance, quality and timeliness:

a)   of the scientific, technological, and academic production of the last five years considered most relevant by the candidate;

b)   of the applied or practice-based research activities developed over the last five years and considered as having the greatest impact by the candidate;

c)   of the activities of extension and dissemination of knowledge developed during the last five years, in particular in the context of promoting scientific practices considered by the candidate to be of greater relevance;

d)  of the activities of science, technology and innovation programs management or of the experience in observing and monitoring the scientific and technological system or higher education, in Portugal or abroad.

10.6. The period of five years referred to in the preceding paragraph may be increased by the jury, at the request of the candidate, when justified on grounds of suspension of scientific activity for socially protected reasons, namely for reasons of parental leave, prolonged serious illness, and other situations of unavailability for work legally protected.

10.7. The assessment criteria are set out in this entry, with the option mentioned in point 10.8, with particular emphasis on the curriculum vitae and the contributions considered to be of higher relevance by the candidate in the last five years:

10.7.1. Quality of the scientific, technological, cultural or artistic production, considered more relevant by the candidate, and relevant to the project to be developed, which was given a weighting factor of 35% considering:

a) Scientific publications: a parameter which takes into account books, chapters of books, articles in scientific journals and international conference proceedings of which the applicant was the author or co-author, considering:

  • its nature;
  • its impact;
  • the scientific / technological level and innovation;
  • diversity and multidisciplinarity;
  • the importance of contributions to the advancement of the current state of knowledge;
  • the importance of the works that have been selected by the candidate as most representative, in particular as regards their contribution to the development and evolution of the scientific area for which the competition is open.

b) Recognition by the international scientific community: a parameter that takes into account:

  • editorial activities in scientific journals;
  • coordination and participation in program committees of scientific events;
  • delivery of invited lectures at scientific meetings or other institutions;
  • participation as a member of competitive admission scientific societies and other similar distinctions;
  • coordination and participation in scientific projects: parameter that considers the candidate’s involvement and leadership in scientific projects subject to competitive funding procedures, taking into account:
  • the territorial scope and scale;
  • the technological level and significance of the contributions
  • innovation and diversity.

c) Supervision and orientation of students, trainees and research fellows.

10.7.2. Activities of extension and dissemination of knowledge, particularly in the context of the promotion of culture and scientific practices, considered of greater relevance by the candidate, and relevant to the project to be developed, which was given a weighting factor of 15% considering:

  1. Services to the scientific community and to society: a criterion that takes into account participation in scientific and technological outreach initiatives, particularly when carried out with the scientific community, including participation in congresses and conferences

10.7.3. Research activities carried out in recent years and considered of greatest impact by the candidate, assigned a weighting factor of 30% considering experience in

  1. Conducting numerical simulations with different oceanographic models in sediment transport and waves;
  2. Acquisition, processing, and analysis of oceanographic data.

10.7.4. Conducting a session to present the results of their research with the candidate, following which the jury members should encourage an open discussion on its content, assigned a weighting factor of 20%.

10.8. In weighing the evaluation criteria listed in paragraphs 10.7.1 to 10.7.4., each jury member may consider the following additional parameters under the following conditions:

10.8.1.a. Relevance and quality of the proposed work plan for the research activities and projects of IDL and ARDITI in the Autonomous Region of Madeira;

10.8.1.b. Proven experience in the field of coastal physical oceanography, demonstrating knowledge in sediment particle interactions, as well as in numerical modeling and wave dynamics.

10.9. The Jury may, whenever deemed necessary, request the candidate to provide additional documents supporting their statements, which are relevant for the evaluation and ranking of their application.

10.10. False statements made by candidates will be punished in accordance with the law.

11. Classification of candidates:

11.1. Each member of the jury assigned a classification to each of the candidates in each evaluation criterion, on a scale of 0 to 100 points, ranking the candidates according to their classification consisting on the sum of the partial classifications assigned in each evaluation criterion, and taking into account the weighting factor given to each parameter.

11.2. Candidates shall be ordered by applying the successive voting method.

11.3. The jury decides by absolute majority, and abstentions are not allowed.

11.4. The final classification of each candidate is the one corresponding to his or her ranking resulting from the application of the method referred to in point 11.2.

11.5. Minutes of the jury meetings are drawn up, which contain a summary of what has taken place in them, as well as the votes cast by each of the members and their reasons, being available to the candidates whenever requested.

11.6. The list of admitted and excluded candidates as well as the final ranking list are posted on the website of ARDITI, and the applicants will be notified by email with receipt of delivery of the notification.

12. Prior Hearing and Final Decisions:

12.1. After being notified, candidates have 10 working days to submit a formal rebuttal.

12.2. The candidate's statement in a prior hearing, must be addressed to the president of the jury and submitted in writing to This email address is being protected from spambots. You need JavaScript enabled to view it.. In this case, the president of the jury will convene a meeting of the jury to produce the final decision, within thirty working days.

12.3. The final decision of the jury must be given within 90 days from the deadline for the submission of applications.

12.4. Within five working days after the final decision of the jury, the Chairman of the Board of Directors of ARDITI will homologate it and the candidates will be notified.

12.5. The hiring will be decided by the Chairman of the Board of Directors of ARDITI, based on the final decision of the jury.

13. Final Provisions:

13.1. The present competition procedure is exclusively intended to fill the indicated vacancy and may be terminated until the approval of the final decision of the jury, and expires with the respective occupation of the post of work on offer.

13.2. ARDITI actively promotes a policy of non-discrimination and equal access, so that no candidate can be privileged, benefited, harmed or deprived of any right or exempt from any duty. on grounds, in particular, of ancestry, age, sex, sexual orientation, marital status, family situation, economic situation, education, social origin or condition, genetic heritage, reduced work capacity, disability, chronic illness, nationality, ethnic or racial origin, territory of origin, language, religion, political or ideological convictions and trade union membership.

13.3. Under the terms of Decree-Law no. 29/2001, of 3 February, adapted to the Autonomous Region of Madeira by Regional Legislative Decree no. 25/2001/M, of 24 August, the candidate with a disability has preference in equality of rank, which prevails over any other legal preference. Candidates must declare on the application form, under oath of honor, the respective degree of disability, the type of disability and the means of communication/expression to be used in the selection process, under the terms of the aforementioned diploma.

14. Personal Data Processing:

 14.1. ARDITI - Regional Agency for the Development of Research, Technology, and Innovation - Association will act as the data controller (as defined in the GDPR), with the collection and processing of job candidates' personal data being essential to the selection and recruitment process and to the eventual and subsequent employment contract.

14.2. In order to facilitate the performance of processing activities related to pre-contractual measures, job candidates are expressly informed that ARDITI - Regional Agency for the Development of Research, Technology, and Innovation - Association, as the data controller, may use, for processing and treatment, the following categories of personal data:

  1. Identification and contact data;
  2. Curriculum/academic data;
  3. Data related to professional experience.

14.3. Job candidates are informed that ARDITI - Regional Agency for the Development of Research, Technology, and Innovation - Association, in compliance with legal obligations, may communicate and/or transfer personal data to the following entities:

  1. Tax Authority;
  2. IGFSS - Institute of Financial Management of Social Security;
  3. Regional Directorate of Labor and Inspection;
  4. National Institute of Statistics;
  5. Labor Compensation Fund and Compensation Guarantee Fund;
  6. Insurers and banking entities;
  7. Accounting firms.

14.4. Job candidates have the right to access, rectify, cancel, erase, and object to the processing of their personal data at any time, as well as the right to data portability.

14.5. Records of recruitment processes will be kept for 5 years, in accordance with the legal obligation provided for in article 32, paragraph 1 of the Labor Code. Other personal data resulting from the recruitment and selection process will be retained for the period strictly necessary for the completion of the recruitment process.

14.6. ARDITI - Regional Agency for the Development of Research, Technology, and Innovation - Association ensures that appropriate technical and organizational measures are taken, in accordance with current legislation, to ensure the confidentiality and security of job candidates' personal data.

14.7. Job candidates are also informed that if they consider that their personal data are being processed in violation of data protection legislation, they have the right to lodge a complaint with the National Data Protection Commission www.cnpd.pt.
